Its an error in the SMSCliUI.exe when trying to invoke the UI when no one is
logged onto the computer.
It is a known problem with SMS2K3. A patch is available by calling Product
Support Services @ (800) 936-4900 (US) and is listed as a no-charge
incident.
Problem is further detailed in KB 831648, but is not publicly available.
