Every 15 minutes, we receive an error in the Application Logs. This appears to be happening on all machines.

I searched the registry for C2F23AE4-82D8-456F-A4AF-A2655D8CA726 and came up with SMSCliUI.exe.

I found this in a group: Its an error in the SMSCliUI.exe when trying to invoke the UI when no one is
logged onto the computer.
It is a known problem with SMS2K3. A patch is available by calling Product
Support Services @ (800) 936-4900 (US) and is listed as a no-charge
incident.
Problem is further detailed in KB 831648, but is not publicly available.

UpClean.exe Slow Logoff Document
UPHClean is a service that once and for all gets rid of problems with user profile not unloading.

You are having profile unload problems if you experience slow logoff (with Saving Settings for most of the time while logging off), roaming profiles that do not reconcile, or the registry size limit is reached.

You must do this with a registry hack... Start > Run > Regedit
Then drill down to:

HKLM\SOFTWARE\MICROSOFT\WINDOWS NT\CURRENTVERSION\WINLOGON
Create key D_WORD
UserEnvDebugLevel = 10002 (Hex)

Then do your logon. After logon check C:\Winnt\Debug\Usermode\userenv.log
